Can't create monogame windows 10 universal project

Visual Studio Community 2015 can’t create monogame windows 10 universal project.

VS2015 Update 3, MG templates broken [+fix]

To fix this all I did was open the template inside the templates folder with explorer; that is the zipped WindowsUniversal.zip file.
