Questions for converting XNA project to Monogame

Hello, I feel like it may be time to let go of XNA and build on Mono from now on. I have some questions that somewhat stem off problems I previously had when trying out mono.

Is Xact available to Monogame? I had to use this in XNA to make sure Sound Effects cutoff when played repeatedly.

What is the best method to ensure 3D models import into Monogame properly? Last time I tried to add an fbx model to Mono it shows as pure black.

Does Monogame need to be pre-installed or can the dlls be included in the game?
