Sound modulation

I’ve looked for this problem, there are many references to sound issues, but I can’t find anything on modulation, or the rise and fall of a single note.

Imagine the pitch of a car engine rising when it accelerates and falling when slowing down. Could someone point me in the right direction of a post or article on the subject?
