Still have to pay license to publish on mobile in 2019?

Unity and Unreal take a megacut [anything above 1% is murder, especially when you have a team] so no, they are far from free… unless you are happy with forced splash screens, not sure if they still do that after the Jimquisition stuff [RE: Unity]… but Xamarin is free now I believe after Microsoft bought it out… but you best go check the Xamarin site to confirm this.

That post is from 2015?, Microsoft acquisitioned Xamarin last year I think or the year prior…

Xamarin is not Mono. Mono is the .net mobile runtime. Xamarin is now free after MS bought them. They make money with Xamarin through cloud services.
